The National Assembly has passed the County Library Services Bill, 2024 (Senate Bill No. 40 of 2024), setting the stage for a structured system of public library services across the 47 counties.

The Bill seeks to provide a legal framework for the establishment and management of county libraries, with county governments taking responsibility for delivering library services to communities.

Members of the National Assembly have passed the Basic Education (Amendment) Bill, 2025, which seeks to formally recognise Alternative Provision for Basic Education and Training (APBET) institutions and bring them into Kenya’s basic education framework.

The Bill, sponsored by Mathare MP Hon. Anthony Oluoch, seeks to address a growing gap in the education system where thousands of children, particularly those living in informal settlements and marginalised communities, rely on non-formal schools for access to basic education.

The Creative Economy Bill, 2026, which seeks to establish a legal and institutional framework to support the growth, development and sustainability of Kenya’s creative economy, has been introduced in the National Assembly.

The Bill, sponsored by the Chairperson of the Departmental Committee on Sports and Culture, Hon. Dan Wanyama, seeks to consolidate the creative economy sector and streamline the roles of institutions responsible for its promotion, development and regulation.

 The National Assembly has passed the Public Finance Management (Amendment) Bill (National Assembly Bill No. 17 of 2025).

The Bill, sponsored by the Leader of the Majority Party, targets fundamental structural bottlenecks within Kenya’s public financial architecture. Comprising six clauses, the bill amends the parent Public Finance Management Act to reform how intergovernmental financial flows are structured and executed.

Members of the National Assembly have put the National Treasury on the spot over the slow disbursement and implementation of projects under the Equalisation Fund, with MPs from marginalised counties demanding faster release of funds and clearer accountability for projects meant to improve basic services.

The National Assembly has passed the Air Passenger Service Charge (Amendment) Bill, 2026, paving the way for a more targeted use of revenue collected from air passengers to support Kenya’s aviation sector and tourism industry.

The Bill, sponsored by the Leader of the Majority, seeks to amend the Air Passenger Service Charge Act and provide for connected purposes. It was considered by the House through the Committee of the Whole House before passage.
