The Senate County Public Investments and Special Funds Committee has pressed Kajiado County Governor Joseph Ole Lenku over governance gaps at Ngong Subcounty Hospital, Kitengela Subcounty Hospital, Mbirikani Hospital, and the Kajiado County Referral Hospital, citing missing title deeds, a KES 21.3 million budget shortfall at Ngong, and a 54 per cent staffing deficit at the referral facility, per the Auditor-General's 2024/2025 report.

Committee chair Godfrey Osotsi questioned delays in securing land documents and asset registers. "Public assets must be safeguarded through proper documentation. Without title deeds and updated registers, you expose critical health infrastructure to legal and financial risk," he said. The audit found several facilities operating on allotment letters and hospital vehicles lacking logbooks. Lenku acknowledged the gaps but assured progress: "We have engaged the National Land Commission and expect title processing to be concluded by June. Logbook transfers are ongoing after resolving KRA-related bottlenecks," he said.

Budgetary pressures at Ngong Subcounty Hospital, where a KES 21.3 million shortfall was recorded, drew sharp scrutiny. Lenku attributed the gap to a prolonged health workers' strike and delayed NHIF and SHA disbursements. "Despite these constraints, we prioritized essential services and are strengthening financial monitoring systems," he stated. Nominated Senator Prisca Tobiko remained concerned: "A 27 per cent funding gap is not a minor variance. It directly translates to compromised service delivery for wananchi," she said.

At the Kajiado County Referral Hospital, the committee flagged a 54 per cent staffing deficit and inadequate equipment undermining universal health coverage. Senator Seki Lenku Ole Kanar urged urgency: "A level five hospital cannot function optimally with such glaring shortages. These gaps must be addressed decisively." Lenku cited recruitment of 400 health workers in 2025, expanded ICU and HDU capacity, and a completed 150-bed ward. "We are transitioning progressively to meet level five standards," he said.

The committee directed the county to expedite asset documentation for all named facilities, reconcile NHIF/SHA claims, and fast-track staffing and infrastructure improvements.
