Eighteen lawmakers' have been appointed to represent the National Assembly in two Mediation
Committees whichΒ have been tasked developing agreed upon versions ofΒ the National Disaster Risk Management Bill (National Assembly Bill No. 24 of 2023) and the Startup Bill (Senate Bill No. 14 of 2022).


Making the announcement in the House on 19th August 2025, Speaker of the National
Assembly Rt. Hon. (Dr.) Moses Wetang’ula reminded Members that the Bills had been referred
to mediation following amendments made byΒ the two Houses.


In his message the Speaker recalled that on 24th July 2025, the National Assembly negatived
the Motion on consideration of Senate amendments to the National Disaster Risk Management
Bill, thereby remitting the Bill to mediation in line with Article 112 of the Constitution and
Standing Order 149. Similarly, on 5th August 2025, he reported a Message from the Senate
rejecting the National Assembly amendments to the Startup Bill, which also triggered the
mediation process under Article 112(2)(b).


β€œIn accordance with Article 113 of the Constitution, the Speakers of the two Houses are required
to appoint an equal number of Members to attempt to develop a mediated version of the Bill for
consideration,” Speaker Wetang'ula explained.


Following consultations with the Leader of the Majority Party and the Leader of the Minority
Party, the Speaker named the following Members to represent the National Assembly in the
mediation process:

For the National Disaster Risk Management Bill:

Speaker Wetang'ula further noted that the appointed Members will await their counterparts from
the Senate to complete the constitution of the Mediation Committees. Once fully constituted, the
Committees will embark on harmonising the two Bills for adoption by both Houses.
The National Disaster Risk Management Bill (National Assembly Bill No.24 of 2023) seeks to
strengthen the country's framework for disaster preparedness, response, and recovery, while
the Startup Bill (Senate Bill No. 14 of 2022) seeks to promote innovation, entrepreneurship, and
job creation through structured support for startups.
