Justice and Legal Affairs Committee (JLAC), chaired by Hon. George Murugara (Tharaka), held an engagement workshop on the administration of justice, with officials of the Judiciary and the Judicial Service Commission (JSC).

Hon. Murugara welcomed the meeting, stating that the forum created an avenue for the deliberation and formulation of suitable strategies for an effective working relationship between the Judiciary and the Committee.

In addition, he highlighted some of the achievements by the Committee.

"We have been engaging with the NCAJ, on the proposals to amend the Penal Code and the Criminal Procedure Code, which are currently being processed for committal to the Committee. The Committee has also successfully concluded public participation on the Tribunals Bill, 2023 and the Statute (Miscellaneous Amendments) Bill, 2023 on the review of the facilitative mandate of the JSC," stated Hon. Murugara.

During the meeting, the Acting, Chief Registrar of the Judiciary, Β and the Acting Secretary of JSC, Mr. Paul Ndemo, presented the budget implementation plan for the Financial Year 2023/24, the budget proposals for FY 2024/25, and the Medium-Term.

Β Further, Members were briefed on the vision outlined in the Social Transformation through Access to Justice (STAJ) blueprint for 2023 to 2033.

According to Mr. Ndemo, the Judiciary aims to establish High Courts and Courts of equal status in every County, as well as Magistrates' Courts in every Sub-County.

Some of the areas of focus for JSC funding include the recruitment of Judges, Judicial Officers, and staff to improve the administration of justice and reduce case backlogs in the Judiciary. Additionally, there will be a review and approval of policies, the automation of JSC operations, capacity building, and engagement with stakeholders.

Β Hon. Murugara assured the officials that JLAC will continue to promote good relations premised on transparency, openness and information sharing, while upholding the autonomy and independence of each arm, as envisioned by the doctrine of separation of powers.
