The NationalΒ Assembly Public Investments Committee on Commercial Affairs and Energy has raised concerns about how a company contracted by the Kenya Revenue Authority (KRA) for Psychometric Testing ended up with one of its Directors becoming the Authority's Human Resources Manager.

During a review of the KRA's financial records the Committee chaired by Hon. David Pkosing (Pokot South), discovered that Working Smart Skills Limited had been engaged by the AuthorityΒ  on four separate occasions between 2008 to 2014.

The Committee noted that Ms. Njoki Muhoho, a Director of the company, was later appointed by the authority as a Human Resources Technical Manager. However, there is no clear evidence of a competitive selection process for this appointment.

Members wanted to know how a contract originally meant for online Aptitude Tests resulted in Ms Muhoho's hiring as a full-time employee of KRA.

"How did a contract awarded to Working Smart Skills Limited for Aptitude Test change into a full-time appointment of a human resources expert for KRA?", Hon. Pkosing asked.Β 

The Acting KRA Commissioner General Ms. Rispah Simiyu, clarified that the Authority stopped working directly with Working Smart Ltd as a company and instead engaged one of its directors to establish a Psychometric Assessment Centre (PAC) and implement a mentoring program.

Ms. Simiyu requested a two-week period from the Committee to gather more information on the details of Ms. Muhoho's hiring process.
