The National Assembly Committee on Agriculture and Livestock chaired by Hon. (Dr.)Β  John Mutunga (Tigania East) began hearings into the Maize Flour Subsidy Programme for the fiscal year 2022/23.

The Committee met with the Cabinet Secretary for Agriculture and Livestock Development Hon. Mithika Linturi. Mr. Linturi told the Committee that a total of 118 millers have been listed as participants in the subsidized maize flour distribution programme across the country.Β Β 

While responding to questions by Members with regard to funds which were unaccounted for and the lack of proper documentation CS Linturi confirmed that the 2022 Maize Subsidy Programme may have been fraudulentΒ  since the Ministry cannot account for some funds and lacks clear documentation on the quantity of the flour distributed.

According to documentsΒ presented before the Committee, the Ministry paid KShs.100 million for monitoring. This amount was allocated to several entities including the Ministry of Interior, National Administration Command Centre, regional oversight teams, and the National Cereals and Produce Board (NCPB).Β 

The Managing Director (MD) NCPBΒ  Mr. Joseph Kimote, could not tell the Committee the role of NCPBΒ in the maize subsidy program. Specifically, the MD could not confirm whether the subsidized maize reached the intended end users. In addition, he was unable to provide evidence for the payment received by the Board.
