The Senate Committee on County Public Investments and Special Funds has tasked Governor Andrew Mwadime of Taita Taveta to conduct a sweeping overhaul of Tavevo Water and Sanitation Company Limited.Β 

The directive, which requires execution within the next 60 days, stems from a meeting between the committee, led by Vihiga Senator Godfrey Osotsi, and the Governor.

The urgent need for reform was brought to light following an examination of the Auditor General's Report on Tavevo's financial statement for the period spanning 2018-2021.Β 

The report highlighted the dire managerial challenges that currently mars the operations of the water company, urging the committee to impress upon the Governor the need for change.

Key among the committee's instructions is the call for the Governor to take an active role in the management of the water company. This entails embarking on a complete restructuring of Tavevo Water and Sewerage Company Limited, from reconstituting the board and hiring a new Managing Director, to introducing performance contracting for all employees.Β 

A crucial part of this reform will involve taking an inventory of all company assets to boost the efficiency of operations.

Further, the county has been urged to put in place comprehensive measures to reduce non-water revenue to below 25%. A key part of these instructions is for the Governor to closely cooperate with the County Assembly, with the collective aim of enacting the County Water Act. This legislation is envisaged as a tool to guide and support Tavevo's operations in the future.

Additionally, the Governor has been asked to collaborate with the Ethics and Anti-Corruption Commission (EACC) in conducting investigations into areas where there might be a breach of law. This includes outlining and implementing firm measures, complete with specific timelines, to bring all stalled projects to completion.

The committee has also expressed the necessity for irregular payments made to board members to be recovered within 60 days. This, coupled with the company's stringent adherence to all relevant guidelines, forms an integral part of the restructuring mandate.

The Governor is required to report back on the progress of these reforms within the stipulated 60-day period.
