The Senators have urged President William Ruto to address various issues raised by Kenyans, particularly by the Gen Z population.

In a motion sponsored by Senate Majority Leader Aaron Cheruiyot, the Senators highlighted several pressing challenges requiring urgent action from President Ruto.

While presenting the motion, Sen. Cheruiyot urged the Senate to call on the National Assembly to swiftly consider the presidential memorandum as outlined in Article 115(2)(a).

The motion also called for all government ministries, departments, agencies, and constitutional commissions, including Parliament, to implement austerity measures in their operations. It required the Ethics and Anti-Corruption Commission (EACC) and other multi-sectoral governance agencies to intensify their efforts to combat corruption.

Additionally, the motion demanded that the National Police Service cease abductions, unlawful arrests, and extrajudicial killings, and exercise restraint when dealing with peaceful and unarmed demonstrators. It called for the release of all individuals arrested for planning and participating in peaceful demonstrations related to the Finance Bill.

Furthermore, the Senate asked the government to waive hospital bills for those injured and cover funeral expenses for those who lost their lives during the demonstrations.

The lawmaker also urged the Judiciary to prioritize and expedite court cases related to the Finance Bill and the subsequent demonstrations, appealing to legislators to consider the challenges facing the country and make necessary recommendations to address them.

Senate Minority Leader Stewart Madzayo called on President Ruto to sack all corrupt government officials, citing a significant loss of public confidence. He also urged the government to end police brutality, compensate victims, and release those arrested during street protests.

Kakamega County Senator and Majority Chief Whip Dr. Boni Khalwale requested President Ruto to dissolve and reconstitute his Cabinet, claiming it has lost public trust due to corruption allegations against some members. He also called for the disbandment of non-constitutional offices such as the CAS, Prime Cabinet Secretary, First Lady, Second Lady and various advisors. Dr. Khalwale criticized the opulent lifestyles of certain Members of Parliament and government employees, which he said angered struggling Kenyans.

Regarding security, Dr. Khalwale urged President Ruto to restructure security agencies by removing incompetent and corrupt officers, starting with the Inspector General of Police. He also appealed for the government to fix the CBC education system, which he argued is in dismay.

Senator Enoch Wambua pressed President Ruto to tackle the high cost of living and reduce the size of the Cabinet to help the country manage its resources better. He called on Parliament to summon the SRC and the Head of Public Service for failing in their duties.

Senator Samson Cherarkey advocated for a thorough lifestyle audit of Members of Parliament and government employees to uncover the sources of their wealth. He called for the dissolution of the Ethics and Anti-Corruption Commission (EACC) and the SRC, accusing them of being compromised by corruption. He also urged the government to ensure the employment of 46,000 JSS teachers on permanent and pensionable terms, without touching their allocated funds.

Nairobi County Senator Edwin Sifuna emphasized that Senators are open to discussions with Gen Z and all Kenyans to find solutions to national issues. He called for an audit of public debt and the implementation of austerity measures.

Senators Mohamed Chute and Beatrice Ogolla also demanded the dismissal of incompetent and corrupt Cabinet Secretaries and government employees to restore public trust. Sen. Chute specifically called for the resignation of the Inspector General of Police and the disbandment of the EACC for failing to fulfill their mandate.

Sen. Veronica Maina supported the motion, expressing sympathy for families who lost loved ones. She urged all government arms to uphold national values and principles as outlined in the 2010 Constitution. The UDA Nominated Senator called on the EACC to prosecute all corrupt officials to restore public trust.

Sen. Okong'o Omogeni mourned the loss of young Kenyans fighting for a better Kenya.

"It is a painful thing to lose a son or a daughter, especially one who had given himself or herself to fight for a just course, to make this country better, Mr. Speaker, this fallen heroes were motivated by one desire to improve the landscape of our governance, they wanted to make the lives of many of us better,” stated Sen. Omogeni.

He called for a constitutional audit to address shortcomings in the roles of some offices, such as the SRC.

Sen. Esther Okenyuri urged the Directorate of Criminal Investigations to conclude investigations on those arrested and called on the Internal Policing Oversight Authority to act promptly. She also called for the immediate disbandment of the NCIC, arguing that it has failed to address hate speech effectively.

Sen. Osotsi expressed sympathy for the families of those who lost their lives both within and outside the precincts of Parliament. He suggested that Parliament needs to be cleansed to continue as a sacred institution. He described the protest by Gen Zs as a wake-up call to the government and the entire Kenyan population.

“This is a moment that we require to reflect and reset our nation, this Senate, the National Assembly and all State Organs so that they comply to the wishes of the many Kenyans,” he explained.

The Vihiga Senator also called for Senate involvement in the budget process to correct mistakes made at the National Assembly level.

Bungoma County Senator Wafula Wakoli called on the Senate to conduct serious grassroots oversight to ensure the safety of public resources. He advocated for robust discussions on negative ethnicity, discrimination in development projects, and corruption in job allocations.

Contributing to the motion, the Machakos County Senator Agnes Kavindu condemned police brutality led by the Inspector General of Police against peaceful demonstrators exercising their constitutional rights. She advised Members of Parliament to listen to their constituents rather than strictly adhering to party positions.

UDA Nominated Sen. Miraj Abdillahi appealed for a focus on all organs, including counties, to restore the rule of law and public trust. She spoke against negative ethnicity and incompetence in government, urging President Ruto to dissolve his Cabinet.

Mombasa Senator Mohamed Faki called on the police to adhere to the 2010 Constitution and stop police brutality. He urged the government to work as a unified team and avoid divisions. The ODM Senator condemned extrajudicial killings and abductions, appealing to the government to uphold the rule of law.

In support of the motion on the current state of the nation, Nominated Senator Marriam Omar praised the actions of Gen Z, acknowledging their role in oversighting the government and Parliament.

Siaya County Senator Oburu Odinga, in his submission, recounted the country's historical struggles since independence, criticizing the executive arm for punitive taxes and failing to eradicate corruption. He urged President Ruto to address corruption as promised in his manifesto and to uphold the rule of law.

Senator Tabitha Mutinda encouraged Gen Z to continue setting high standards and championing transformation while condemning those who disrupted peaceful protests with vandalism and looting. She advised educational institutions to always be making quick decisions during such times to ensure the safety of school children.

Kisii County Senator Richard Onyonka praised the ruling party leadership, led by the Majority Leader, for presenting the motion at a critical time. He called on the Senate to ensure that those who lost their lives receive State burials as a sign of respect.

Senator Peris Tobiko commended the protestors for demonstrating that the country can unite beyond party lines, religion, and greed. She also called for the EACC to address resource mismanagement at the county level.

Nominated Senator Hamida Kibwana expressed sympathy for bereaved Kenyans and urged the Head of State to address issues such as tribalism in job opportunities and rampant corruption. She criticized the poor relationship between the President and his Deputy, stressing the need for resolution for better executive function. The ODM Lawmaker also condemned the incompetence of some Cabinet Secretaries, stating that it negatively impacts President Ruto's work.

Senators contributing to the motion rejected the salary increment proposal by the SRC, viewing it as a move to set legislators against struggling Kenyans. They also urged President Ruto to sign the IEBC Bill into law to facilitate the creation of a new IEBC.
