The National Assembly continued withΒ debate on the Climate Change (Amendment) Bill 2023. The Bill seeks to amend the Climate Change Act of 2016 to provide for regulation of the carbon markets.
This provision will provide the legal framework for carbon trading which was lacking in the law enacted in 2016 to enhance response to climate change through mechanisms for a low carbon climate resilient environment.Β
Hon. David Gikaria (Nakuru Town East), Chairperson of the Departmental Committee on Environment, Forestry and Mining, said the Bill would put Kenya in the modern league of nations keen on protection of the planet by managing their levels of carbon emissions to the environment.
"As a continent, we consume most of the carbon emissions released to the environment from the developed world, and we cannot continue sitting and doing nothing. This Amendment Bill comes at the right time as we host the Conference on Climate Change and Development in Africa," said Hon. Gikaria.
Hon. Shakeel Shabbir (Kisumu Town East), said there was a need to ring fence Kenya's financial benefits arising from carbon credits from middlemen who had been benefiting over the years at the country's peril.
