The National Assembly Select Committee on Implementation chairedΒ by Hon. Raphael Wanjala (Budalangi) engaged the Ministry of Lands and the National Land Commission on failure to implement Parliamentβs recommendations.Β
The Principal Secretary in the Ministry of Lands Hon. Nixon Korir appeared before the Committee, alongside the Chairperson of the National Lands Commision Mr. Gershom Ottachi.Β
Of concern to the Hon Wanjala-led Committee was the implementation status of the report of the Departmental Committee on Lands on the inquiry into a complaint by Kamiti Anmer Forest Squatters Association on the allocation of a 419.5 acreβs piece of land in Kamiti Forest. The squatters are in conflict with three other groups laying claim to the same parcel of land which is yet to be degazetted as public land.Β
The PS, told the Committee that the Ministry and NLC will start the titling process once the forest land is degazetted. He urged the petitioners to initiate the process in consultation with the Kenya Forest Service.Β
Members also sought to know the implementation status of House's recommendations on three petitions; the restoration of land belonging to Ms. Teresia Kesi in Kilifi North Constituency, after a fraudulent transfer of the property to Libya Oil Kenya, securing Land ownership rights to Mwananguvuze residents in Likoni Constituency, on seven plots, three of which are still registered as Government land, despite occupation by squatters for decades and irregular annexation and fencing of private land by Greatcom Limited in Matuga Constituency. This has encroached on other residentsβ land, and limited access to public facilities like schools.Β
The Committee resolved to undertake fact-funding visits to the disputed parcels of land to establish the progress in implementation of the Houseβs resolutions.
