The National Assembly Committee on LabourΒ held an approval hearing for the nominee for appointment as a member of the Salaries and Remuneration Commission (SRC) Dr. Phylis Wambui Wagacha.
The Committee chaired by Hon. Erick Muchangi (Runyenjes) inquired into the nominee's educational background and its relevance to the position, gaps in SRC and ways to address them, push and pull between the Commission and Parliament, appraisals of workers, issues of ghost workers, and matters concerning working hours.
The nominee holds a Doctoral Degree in Information Sciences from Moi University. She also holds a Masterβs Degree in Library and Information Science from Kenyatta University and a Bachelor of Arts Degree in Sociology and Literature in English from the University of Nairobi.Β
According to her Curriculum Vitae, Dr. Wambui has worked with the Government in different capacities; at KIPPRA (Kenya Institute for Public Policy Research and Analysis) as the manager, the Kenya Bureau of Standards (KEBS), Kenya National Library Services (KNLS), and Kenya Library Association.Β
Members raised concerns regarding the age of the nominee taking into account that the Public Service Commission Act, amended in 2009 and 2020 placed the mandatory retirement age at 60 years from the initial 55 years.Β The nominee is currently 75 years old and therefore, Members said her appointment would go against the provisions of the PSC Act. They, however,Β acknowledged the rich experience and wisdom she will bring to the Commission in the event that she is appointed.Β
