The National Assembly Public Petitions Committee chaired by Hon. Nimrod Mbai met with the Cabinet Secretary Ministry of Interior and Administration Prof. Kithuri Kindiki to seekΒ information on the Governmentβs approach to dealing with Internally Displaced Persons (IDPs) from the Nyanza-Western region.
This inquiry follows a petition by Hon. James Nyikal (Seme) on behalf of IDPs in the said regions. The petitioners raised questions about the criteria used for compensation and the challenges faced during the "Rudi Nyumbani" compensation programme. The programme is one of the initiatives to resettle displaced individuals following the 2007/2008 Post Election Violence (PEV).Β
During his submission, Prof. Kindiki told Members thatΒ the magnitude of the human rights violations committed during this period posed a limitation on resolving the IDP situation entirely. He added thatΒ the Government cannot entirely close the chapter on IDPs as long as human rights concerns persist.
Of great concern to Members was the criteria employed in compensating IDPs, their selection process and whether there was transparency and fairness in addressing their grievances. They also sought an explanation on how the Government determined which regions were eligible for compensation and why certain areas were excluded.
Additionally, Members raised concerns about the challenges encountered during the implementation of the programme and especially the obstacles that hindered its effectiveness.
Hon. Mbai, emphasized the need for the CS to share the criteria and evidence supporting the selection of regions that received compensation while excluding others. "As the investigation unfolds, it is essential that the Government prioritizes the resolution of the IDP situation and work towards providing comprehensive compensation and support to all affected regions and communities", said Hon. Mbai.
