SENATE COMMITTEE ON LABOUR MEET KISII COUNTY GOVERNOR AND COUNTY ASSEMBLY
The Standing Committee on Labour and Social Welfare led by the Vice Chair Sen. George Mungai Mbugua today visited to the County of Kisii.
The Committee paid a courtesy call to the Office of the Governor, H.E. Paul Simba Arati, and later proceeded to the County Assembly where it held a consultative meeting with the Kisii County Assembly Committee on Labour and Social Services.
Among the salient matters discussed were the Wage Bill which the County is still processing, the issue of ECDE salaries that the Committee reported to be fast tracking, the status of PWD Compliance in Kisii County, the issue of ghost workers in Kisii County where the MCA's informed the Committee that the report on this matter is yet to be presented to the Assembly as its currently being processed at the County Executive.
The Kisii County Assembly Committee on Labour and Social Services urged the Senate Committee to fight for the independence of the County Assemblies to enable them gain autonomy since the Counties draw their monies from the same Treasury as the Executive and this might be an impediment to proper oversight of the Executive arm of the Counties. In attendance was a representative of the County Assemblies Forum who emphasized on this issue.
Meeting with the Members of the Kisii County Public Service Board, the members were requested to substantiate the claims that the Board had hired ghost workers in the previous years;to which they responded that the Board assumed office in 2019 and it has carried out employment following the laid down guidelines. The Board asked the Committee to intervene between the Executive and Board with a view to achieving synergy in the arms of Kisii County Government.
The Committee undertook to look further into all the matters raised during the visit in order to improve the labour and welfare services of the residents of Kisii County.
