HOUSE COMMITTEE TO VET FORMER LAWMAKER SHADRACK MOSE FOR SOLICITOR-GENERAL’S POSITION

The Departmental Committee on Justice and Legal Affairs (JLAC) is set to conduct vetting and approval hearings for the nominee of the position of Solicitor-General, Hon. Shadrack John Mose. This follows the appointment of the former Kitutu Masaba MP by H.E. President (Dr.) William Ruto.

In a Communication to the House this afternoon, the Speaker of the National Assembly, the Rt. Hon. Moses Wetang’ula notified the House of the appointment, which was made in exercise of powers conferred by section 9(1) of the Office of the Attorney-General Act, 2012, as read together with sections 3 and 5 of the Public Appointments (Parliamentary Approval) Act, 2011. He urged the Committee to commence the vetting process immediately, adding that JLAC is expected to conduct the hearings, and table a report to the House within twenty-eight (28) days.  

“Section 8 of the Public Appointments (Parliamentary Approval) Act, 2012, provides that, unless otherwise provided in law, the committee to which such nomination is referred shall consider the matter and table a report in the House within twenty-eight (28) days. In this regard, the committee is expected to immediately commence the approval process, notify the nominee and the general public of the time and place for holding the approval hearings, and thereafter, upon conclusion of the hearings, table its report on or before Thursday, March 9, 2023, to enable the House to consider the matter within the statutory timelines”, read a section of the Speaker’s Communication.

Hon. Mose holds a Post-Graduate Diploma in Law, from the Kenya School of Law, as well as a Laws Degree from the University of Nairobi. He is an advocate of the High Court of Kenya with over 29 years’ experience in legal practice. 

Pursuant to the Office of the Attorney General Act on qualifications for the Solicitor General Office, the committee expects the nominee to exhibit immense knowledge of the law and an understanding of the environment in which he is expected to serve.

If approved, the Hon. Mose will replace Mr. Kennedy Ogeto who was appointed to the position in March, 2018.
