The Speaker of the National Assembly on Wednesday, 18th February 2026ย communicated the formal withdrawal of the National Transport and Safety Authority (Amendment) Bill, 2024, following a request from its sponsor, Hon. (Eng.) John Kiragu Chege, the Member for Limuru Constituency.
The Bill, which sought to expand the mandate of the National Transport and Safety Authority (NTSA) to include overall responsibility for safety in all forms of land transport including road, rail, and pipeline was published on 12th April 2024 and read a First Time on 24th July 2024.
In his communication to the House, the Speaker noted that the Bill had been pending Second Reading and was among those carried over from the previous session. However, the sponsor had written to request its withdrawal pursuant to Standing Order 140, which allows a Member to withdraw a Bill at any stage before debate.
โIn a letter dated 24th September 2025, Hon. Kiragu stated that following extensive consideration by the Departmental Committee on Transport and Infrastructure, it became evident that the framework contemplated in the Bill did not sufficiently give effect to the desired institutional realignment of the NTSA,โ the Speaker said.
The legislator explained that the shortcomings identified in the draft necessitate the formulation of a new legislative proposal. โIt is now necessary to introduce a new Bill that will establish an entity exclusively mandated to regulate transportation safety,โ Hon. Kiragu said in his correspondence.
The Speaker confirmed that the withdrawal had been granted, adding, โHaving considered the reasons stated by the Member for Limuru, and in light of the Committeeโs views, I have acceded to the request. The Bill stands withdrawn forthwith.โ
He further guided that the sponsor remains at liberty to reintroduce the Bill in a new form, following the procedures outlined under Standing Order 140.
