The National Assembly Decentralized Funds Accounts Committee has lauded the Mbooni Constituency NG-CDF Account Manager for efficiently addressing audit queries, and keeping clean records for the last ten Financial Years.
Chaired By Kitui Central MP Hon. (Dr.) Gideo Mulyungi, the Committee met with Mr. Paul Kimilu who has managed the Mbooni office since 2013 to date to examine Reports of the Office of the Auditor General for FY 2013/2014 to 2022/2023.
βThis is the first Manager who has resolved all audit queries raised within the right period, and its commendable to see this amidst all the unresolved matters by other Constituencies.β Lauded Hon. Mulyungi.
The Committee also met with Kibwezi East and Mandera South Constituency Fund Account Managers to examine their reports for the same period.
Despite having a few unresolved issues, Mandera South also had issued sufficient responses to the office of the Auditor General on matters flagged during their reporting.
However, Kibwezi East faced scrutiny over irregular payment of monies for the construction of a secondary school, with the MPs questioning the decision to flout the law despite the construction not being an emergency.
βDid you have any prior authority to vacate the law, or you just made the decision to build a school illegaly? Why the urgency so much that rhe law had to be violated to achieve the school?β Questioned Hon. Stephen Mogaka.
Hon. Dorothy Muthon acknowledged that itβs common for the disbursement of NG-CDF funds to sometimes delay, and can stall projects.
βHowever, I implore upon the managers to observe legal provisions even in such circumstances.β She advised.
The Committee continues with its scrutiny of reports of the Auditor General on Constituenciesβ expenditure for the FY 2013/2014 up until FY 2022/2023.
