Deputy Speaker of the National Assembly, Hon. Gladys Boss has lauded the performance of National Assembly Committees, describing them as the βengine room of Parliamentβ.
Speaking during the National Assembly 3rd Leadership Retreat, Hon. Boss said Committees had demonstrated diligence in their role as representatives, holding 2,115 sittings, 820 meetings by Audit, Appropriations and General-Purpose Committees and 1,295 by Departmental Committees.
βIn oversight alone, Committees reviewed 648 reports of the Auditor-General, cutting down legacy backlogs and strengthening follow-up on audit queries,β she noted. βCommittees are the heartbeat of Parliament.β
The Deputy Speaker added that Committees also conducted 47 inspection visits 17 by Audit and Appropriations Committees and 30 by Departmental Committees to inspect t and oversight use of budgeted resources and policy implementation.
Deputy Speaker Boss also revealed that the during the period the Committee on Appointments vetted 26 Cabinet Secretaries and one Attorney-General, while Departmental Committees vetted 65 nominees to constitutional and statutory offices, including the Inspector-General of Police, IEBC, IPOA, NGEC, and NPSC.
In addition, the House considered 11 international treaties and agreements, adopting eight to align Kenyaβs obligations with national interests.
"The Committee on Delegated Legislation scrutinized 83 Statutory Instruments and 21 draft instruments, providing a necessary legality and proportionality check on subsidiary legislation, pointed out the Deputy Speaker.
Speaking on the fiscal responsibility, the Deputy Speaker who also chairs the Liaison Committee reported that the House had successfully processed the 2025/26 Budget Policy Statement, the Medium-Term Debt Management Strategy and Supplementary Estimates II, with sector interrogations by departmental committees enriching the larger appropriations process.

Deputy Speaker Boss commended Members contributions during the deliberation of the Constitution of Kenya (Amendment) Bill, 2025. βThe passage of the Bill in the National Assembly is a significant achievement for the House. The proposed entrenchment of the National Government Constituencies Development Fund (NG-CDF), the Senate Oversight Fund, and the National Government Affirmative Action Fund reinforces our dedication to equitable resource sharing and devolution in practice. In addition, public consultations nationwide demonstrated overwhelming support,β she pointed out.
