Nairobi City County has outlined the legislative, policy and operational measures it has put in place to strengthen firefighting and disaster management in its final response to the Senate Standing Committee on National Security, Defence and Foreign Relations.

Responding to the Committee’s inquiry into firefighting and disaster management by devolved governments, the County outlined reforms aimed at enhancing disaster preparedness, emergency response, resilience and inter agency coordination.

Nairobi County Governor Johnson Sakaja, who appeared before the Committee, informed Senators that the Nairobi City County Disaster and Emergency Management Policy, 2026 had been drafted and was awaiting approval by the County Assembly. He also revealed that draft regulations establishing a Disaster and Emergency Management Fund had been prepared to provide sustainable financing for disaster preparedness, emergency response, recovery and resilience-building, while complementing the existing Emergency Fund.

On preparedness, Governor Sakaja reported that his administration had continued to train emergency responders, including 312 structural firefighters, 57 disaster management officers, 32 urban search and rescue officers, 20 water rescue specialists and 12 hazardous materials experts. The County also operates seven fire stations across the city, with the Gikomba Fire Station now 80 per cent complete.

“To improve public safety, the County has conducted 58 fire safety drills, 10 school fire safety awareness programmes and a multi-agency emergency simulation exercise at Jomo Kenyatta International Airport, while working closely with the National Disaster Operations Centre and other government agencies during emergencies,” Governor Sakaja told the Committee.

The Committee was further informed that the County had strengthened partnerships with the Kenya Red Cross Society, the United Nations Office for Disaster Risk Reduction (UNDRR), the Kenya Meteorological Department, the Kounkuey Design Initiative and other institutions to enhance early warning systems, community resilience, flood preparedness and disaster risk reduction.

The County has also undertaken citywide risk mapping, building inspections and flood assessments, and plans to establish Community Emergency Response Teams to strengthen preparedness at community level.

Governor Sakaja disclosed that his administration had utilised Ksh313.2 million during the 2025/26 financial year on specialised training, emergency response operations, the procurement and maintenance of firefighting equipment, the construction of fire stations and post-disaster support.

The County currently has 406 personnel serving across fire and rescue services, disaster risk reduction, emergency medical services, training and administration.

He also announced plans to establish a Fire and Disaster Management Simulation and Training Centre of Excellence in Ruai, while highlighting investments in modern equipment, including fire engines, foam tenders, rapid intervention vehicles, ambulances, rescue equipment and protective gear.

Governor Sakaja used the opportunity to appeal to the Senate to consider amending the law to strengthen disaster management across the counties.

The Committee, chaired by Senator Fatuma Dullo (Isiolo), commended Nairobi County for putting in place initiatives to address challenges arising from disasters.

Senator Dullo called for structured collaboration between the county and national governments to ensure effective disaster management.

Other Senators present were Lelegwe Ltumbesi (Samburu), Abdul Haji (Garissa), Okong’o Mogeni (Nyamira) and Joseph Githuku (Lamu).
