The Clerk of the Senate and Secretary to the Parliamentary Service Commission, Mr Jeremiah Nyegenye has reaffirmed the Parliamentary Officersβ commitment to supporting Senators in effectively discharging their constitutional mandate, pledging continued technical and administrative assistance to strengthen the work of committees.
Speaking at the opening of the Senate Liaison Committee Working Retreat in Mombasa, Mr Nyegenye said the forum was crucial for reviewing the performance of committees during the Fourth Session and for charting the way forward.

He noted that the Liaison Committee plays a central role in coordinating the work of all Senate committees, adding that the retreat offers an opportunity to scrutinise the Sessional Report and assess the progress made.

βThe Senate committees are the primary engine through which the Senate conducts its business,β he said, observing that their work has a direct impact on key sectors, including healthcare, agriculture, infrastructure and education.
Mr Nyegenye emphasised that committee work gives practical effect to the Senateβs constitutional mandate to protect the interests of Counties, but acknowledged persistent challenges affecting performance.

βOne of the enduring challenges is weak governance and administrative structures in some Counties, an unclear delineation of roles between political and technical leadership and recurrent conflicts that undermine oversight and service delivery,β he observed.

He urged committee chairpersons to use the retreat to reflect on achievements, identify constraints and agree on practical reforms.

Mr Nyegenye assured Senators of sustained support from the Secretariat, stating, βThe Secretariat is always ready to provide the requisite technical and administrative support.β
He also commended officers for their professionalism and encouraged continued efficiency in service delivery.
