The Senate Standing Committee on Land, Environment and Natural Resources has resolved to issue a final summon to Bungoma Governor Kenneth Lusaka following his continued failure to appear before the Committee to provide updates on projects funded under the FLLoCA Programme.

The Committee, chaired by Senator Mohamed Faki (Mombasa) warned that any further failure to honour the summon will result in the issuance of a warrant of arrest, in accordance with parliamentary powers and privileges.

This decision follows repeated absences by Governor Lusaka including his failure to comply with previous summonses and to pay a Ksh 500,000 fine imposed by the Committee.

Members of the Committee expressed serious concern over what they described as a blatant disregard for its authority, noting that the Governor submitted an apology letter on the morning of the scheduled meeting.

“The Committee finds this conduct wholly unacceptable. Communication of this nature must be timely and must demonstrate due respect for parliamentary processes,” ruled Chairperson Sen. Faki.

The Committee further resolved to conduct an oversight visit to Bungoma County to inspect projects under the FLLoCA Programme.

“The Governor is required to appear before this Committee and account fully for the implementation of the programme. Failure to do so will attract the full force of the law,” the Chairperson stated.

The Committee emphasised the importance of accountability and transparency as enshrined in the Constitution.
