The National Assembly passed seven Bills in the February – March 2025 period. Among the bills that sailed through the third reading is the County Governments Additional Allocations Bill (National Assembly Bill No.2 of 2025), which provides a framework for additional funds to county governments, ensuring enhanced service delivery at the grassroots level. 

The Public Audit (Amendment) Bill (National Assembly Bill No.4 of 2024) was also passed, and it seeks to reinforce the independence and operational efficiency of the Auditor-General’s office in overseeing the use of public resources. 

Further, the Supplementary Appropriation Bill (National Assembly Bill No.8 of 2025) was approved and assented to on Tuesday, March 18th 2025, allowing for reallocation of government funds to critical sectors, ensuring economic stability and service delivery continuity. It authorizes the withdrawal of funds from the Consolidated Fund for the financial year ending June 30, 2025, ensuring that the government meets emerging financial obligations while maintaining fiscal discipline. 

Members of the National Assembly also gave a nod to the National Land Commission (Amendment) Bill (National Assembly Bill No.43 of 2023), which strengthens the Commission’s mandate in land administration and dispute resolution. 

Additionally, the Public Finance Management (Amendment) (No. 2) Bill (National Assembly Bill No.26 of 2024) and the Public Audit (Amendment) Bill (National Assembly Bill No.4 of 2024) were also given the green light, reinforcing accountability in the use of public resources. These amendments while tighten loopholes in public financial management, a crucial move as Kenya grapples with debt management and fiscal discipline. 

In a win for professionals, the Insurance Professionals Bill (National Assembly Bill No.13 of 2024) was passed to establish a structured regulatory framework for insurance practitioners, ensuring industry standards align with international best practices.  

During the February – March 2025 period, nine new bills were introduced and referred to relevant committees for public participation. These include the Public Transport (Motorcycle Regulation) Bill which seeks to improve road safety, and the Anti-Money Laundering and Combating of Terrorism Financing Laws (Amendment) Bill, which seeks to strengthen Kenya’s financial system against illicit activities. 

Additionally, five bills, including the Culture Bill (National Assembly Bill No.12 of 2024) and the National Police Service Commission (Amendment) Bill (National Assembly Bill No.23 of 2024), have already been read a second time and while be considered by the lawmakers’ in Committee of the Whole House.
