The Majority Party and the Minority Party in the National Assembly have jointly presented a Motion aimed at securing legal recognition for the establishment of a National Dialogue Committee.
The Motion moved by the Leader of Majority Party, Hon. Kimani Ichung'wah (Kikuyu)Β intends to foster productive dialogues and consensus-building.
TheΒ structure of the National Dialogue Committee will be in adherence to the Constitution and laws of the Republic of Kenya. It will uphold the functional and institutional integrity of state organs.
In addition, the Committee will recommend suitable constitutional, legal, and policy reforms concerning matters of significance to the people of Kenya.
Hon. Ichungβwah said, "The proposal is for the Parliament to establish a National Dialogue Committee, composed of ten Members representing the Kenya Kwanza Alliance Party and the Azimio La Umoja One Kenya Coalition Party".
He added that each coalition will nominate five Members to this Committee, with its composition being drawn from both within and outside Parliament.
In the Committee, the Kenya Kwanza Alliance Party will be represented by Majority Leader Hon. Ichungwβah as the Delegation Leader deputized by the Embu Governor, Hon. Cecily Mbarire. The other members are; Hon. Senator Aaron Cheruiyot (Kericho), Hon. Omar Hassan Omar (EALA), and Hon. Catherine Wambilianga (Bungoma).
On the other hand, the Azimio Coalition is led by His Excellency Stephen Kalonzo Musyoka, deputized by the Leader of Minority Party Hon. Opiyo Wandayi (Ugunja). The other Members are; DAP-K Party Leader Hon. Eugene Wamalwa, Hon. Amina Mnyazi (Malindi), and Hon. Sen. Okongβo Mogeni (Nyamira).
The Motion seeks the endorsement of the House for the inclusion of Technical Teams representing Kenya Kwanza and Azimio to assist the National Dialogue Committee.Β
The Technical Team for Kenya Kwanza will encompass Dr. Muthomi Thiankolu, Dr. Linda Musumba, Dr. Duncan Ojwang, and Nick Biketi.Β
Among the Committee's responsibilities is to establish a Framework Agreement to steer the bipartisan discussions. The Committee will report its progress to the Leadership of Kenya Kwanza and Azimio Coalitions within 60 days, and subsequently submit its findings to Parliament.
In carrying out its mandate, the National Dialogue Committee is empowered to invite stakeholders, consider public opinions, and engage with experts and professionals as needed.
Lastly, the National Dialogue Committee retains the authority to set its own procedural rules, while the Speakers and Clerks of both Houses of Parliament will offer secretarial assistance and any other required support to facilitate the Committee's work.
