Legislative and Procedural Services

The Director, Legislative and Procedural Services is the administrative services head for the procedure and business of the Senate.

Duties and responsibilities for the Director include:-

Coordination and supervision of the functions and operations of the Directorate of Legislative and Procedural Services of the Senate; and responsible to the Clerk of the Senate for:-

Senate, MoFA and EU Ambassadors to establish framework for devolution support

The Senate, Ministry of Foreign Affairs (MoFA) and European Union (EU) have today agreed to form a tripartite taskforce to work on a framework that contributes to the success of devolution.

 

The development emerged today when the EU Ambassador, HE Stefano Dejak together with MoFA CAS Hon Ababu Namwamba called on the Speaker of the Senate, Rt Hon Kenneth Lusaka at his Parliament Buildings Office.

 

The ACP-EU Joint Parliamentary Assembly to be held in Nairobi in April 2018

The Parliament of Kenya will be hosting the 15th Regional Meeting of the African, Caribbean & Pacific-European Union (ACP-EU) Joint Parliamentary Assembly (East Africa Region) in Nairobi from April 11 to 13, 2018. The meeting will convene approximately one hundred (100) Members of Parliament, drawn from fifteen East African countries within the greater African, Caribbean & Pacific Group of States, as well as the European Union (EU) Member States.

 

‘Champion refugee reforms’: Speaker Lusaka urges World MPs

GENEVA, Switzerland – 26th March, 2018. Speaker of the Senate, Rt Hon Kenneth Lusaka Monday called on MPs at the 138th Inter-parliamentary Union (IPU) General Assembly to spearhead migrant and refugee reforms in their countries.

While making his contribution at the Assembly attended by 751 MPs, Speaker Lusaka noted that migration reforms and refugee protection were of crucial importance but remained a thorn in the flesh of many countries.

UK High Commissioner pays Speaker Lusaka Courtesy Call

The United Kingdom pledged to strengthen areas of cooperation with the Kenyan Senate headed by the Speaker, Kenneth Lusaka.

Speaking when he paid a courtesy call on the Senate Speaker, UK High Commissioner to Kenya, HE Nic Hailey noted that his country greatly supported devolution.

“We are great supporters of the devolution process and I dare say there can be no better man for the Senate Speaker position.  Having ascended from being a Governor you have a unique grasp of county affairs and can effectively bridge the gap,” noted Hailey.

Senate Committees

Committees are a vital tool or organ in the working processes of Legislatures, without which, the proceedings of a Legislature could grind to a halt for the sheer volume of activities that would have to be considered at Plenary. Committees are agents, which enable Legislatures to organize their work in such a way as to perform numerous activities simultaneously and expeditiously.
