The Public Investments Committee on Social Services, Administration, and Agriculture on Friday, August 30, 2024 conducted an inspection tour of key projects under the National Social Security Fund (NSSF).

Led by the Chairperson Hon. Emmanuel Wangwe (Navakholo), the Committee focused on the Nyayo Embakasi Estate Phase VI Project and the Hazina Trade Centre, both of which have come under scrutiny for potential financial irregularities.

During the visit to Nyayo Embakasi, the Committee examined the development, questioning the rationale behind the construction of Phase VI. Hon.Β  Wainaina Wambugu (Othaya) expressed concern about the decision to leave unutilized space after completing the earlier phases.

"What was the motive behind leaving an empty space when the building was intended to be constructed later?" Hon. Wambugu asked.

The NSSF management responded that the phase was an infill to make use of the remaining land, with conditional approval from the Nairobi County government.

Vice Chairperson, Hon. Caleb Amisi (Saboti), raised additional issues, particularly regarding the disorganized labelling of units, which he said indicated poor planning.

"The lack of order in labelling suggests poor planning," Hon. Amisi observed.

NSSF management admitted that cash flow issues had disrupted the planned development sequence.

Another concern arose regarding a piece of land originally allocated for a public school, which was instead tendered for residential development. Hon. Wambugu pointed out this irregularity, questioning how the tender was awarded without necessary approvals, including a change of use authorization.

ExplainingΒ the decision, NSSF Managing Trustee, Mr. David Koross argued that residential units would add more value to the land than building another school, provided proper procedures, including public participation and approvals, were followed.

"With the right procedures in place, residential units would be a more beneficial use of the land," Mr. Koross explained.
