THE MONEY OF AFRICAN PEOPLE BEING USED AT AFRICA UNION SHOULD BE PROCESSED THROUGH THE REPRESENTATIVES OF THE AFRICAN PEOPLE [ PAN AFRICAN PARLIAMENT(PAP)] - SEN MUNGATANA
During the consideration of the supplementary estimates for the year 2024 for PAP by the Committee on Monetary and Financial Affairs, Senator Mungatana(Kenya), questioned why the AU budget was not being scrutinised by the representatives of the people of Africa, contrary to the the Constitutive Act of AU, the Protocol amending the Constitutive Act and the Rules of Procedure of PAP.
He said that it was unfortunate that only the PAP budget was being brought before the committee for consideration and not all other organs of the AU as should be the case.
The Committee resolved to escalate the matter to the PAP Bureau(the presidency). The chair, Hon Mohammed Muntaka, was charged with the responsibility to follow up the issue and report.
The Committee approved the supplementary budget of PAP and also set up a subcommittee for monitoring budget execution. Senator Mungatana was appointed as on the members. It will be chaired by Senator Tony Sibandze of the Kingdom of Eswatini.
The PAP delegation of Kenya has five members, all serving in different Standing Committees. Like all other Delegations, it is drawn from MPs and Senators of National Parliaments after General Elections.
The rules require that each Delegation must have Members of Government and Opposition. They must respect the one-third gender rule and must be five members.
Any Member State that has an unconstitutional change of Government will have all its PAP MPs suspended automatically. The Member State is also suspended from AU.
The Delegations have a duty to report to National Parliaments on activities and keep PAP posted as well.
The Kenya Delegation is constituted in Standing Committees as follows: (Head of Delegation)Sen. Danson Mungatana MGH, MP(Monetary and Financial Affairs), Sen.(Prof.) Margaret Kamar EGH, MP(Trade, Customs and Immigration), Hon. Esther Passaris MP(Rural economy, Agriculture, Natural Resources and Environment), Hon. Majimbo Kalasinga MP (Transport, Industry, Communication, Energy, Science and Technology) and Hon. Rahab Mukami MP(Cooperation, International Relations and Conflict Resolution).
