The Senate Standing Committee on Land, Environment and Natural Resources has resolved to issue a final summon to Bungoma Governor Kenneth Lusaka following his continued failure to appear before the Committee to provide updates on projects funded under the FLLoCA Programme.

ย

The Committee, chaired by Senator Mohamed Faki (Mombasa) warned that any further failure to honour the summon will result in the issuance of a warrant of arrest, in accordance with parliamentary powers and privileges.

ย

This decision follows repeated absences by Governor Lusaka including his failure to comply with previous summonses and to pay a Ksh 500,000 fine imposed by the Committee.

ย

Members of the Committee expressed serious concern over what they described as a blatant disregard for its authority, noting that the Governor submitted an apology letter on the morning of the scheduled meeting.

ย

โ€œThe Committee finds this conduct wholly unacceptable. Communication of this nature must be timely and must demonstrate due respect for parliamentary processes,โ€ ruled Chairperson Sen. Faki.

The Committee further resolved to conduct an oversight visit to Bungoma County to inspect projects under the FLLoCA Programme.

ย

โ€œThe Governor is required to appear before this Committee and account fully for the implementation of the programme. Failure to do so will attract the full force of the law,โ€ the Chairperson stated.

ย

The Committee emphasised the importance of accountability and transparency as enshrined in the Constitution.
