The Senate Standing Committee on Information, Communication and Technology (ICT), led by Senator Allan Chesang (Trans Nzoia), conducted an oversight visit to Kiambu County to evaluate the implementation of its Enterprise Resource Planning (ERP) system, which has streamlined revenue collection and service delivery.

The committee observed that Kiambu’s own-source revenue has significantly grown, rising from Ksh 2.9 billion in 2021 to Ksh 5.4 billion in the 2023/24 financial year. Senator Chesang commended the county for developing a system that enhances accountability and reduces leakages, describing it as a potential model for other counties.

During the session, senators sought clarity on the system’s functionality, integration, cost, and data security. Senator William Kisang (Elgeyo Marakwet) tested the county’s star-476# USSD parking platform, noting the need for faster responsiveness.

Senator Beatrice Akinyi (Nominated) questioned delays in Social Health Authority (SHA) reimbursements, with Governor Kimani Wamatangi confirming that Kiambu is owed approximately Ksh 700 million.

Senator Hezena Lemaletian (Nominated) inquired about cybersecurity safeguards. Ms. Nancy Kirumba, CECM Finance, ICT & Economic Planning, explained that the county has established mirrored data centers with hot and cold backups, in addition to conducting bi-weekly security audits.

Governor Wamatangi told the committee that the ERP cost is Ksh 230 million, covering software, hardware, and two data centers. He emphasized that Kiambu owns the system and its source code, ensuring sustainability and independence from external vendors.

The ERP integrates multiple county functions including revenue collection, health management, land approvals, licensing, fleet management, and bursary allocation. The county also plans to launch a citizen portal and Kiambu Citizen Card to enhance accessibility of services.

The Senate ICT Committee concluded that Kiambu’s progress in digital governance demonstrates how counties can effectively manage revenue through technology. The committee will incorporate its findings into a comprehensive report to inform future legislative and policy frameworks
