Article 98 of the Constitution establishes that the Senate shall consist of the following:-

Forty-seven members each elected by the registered voters of the counties, each county constituting a single member constituency;
Sixteen women members who shall be nominated by political parties according to their proportion of members of the Senate elected under clause (a) in accordance with Article 90;
Two members, being one man and one woman, representing the youth;
Two members, being one man and one woman, representing persons with disabilities; and

Background Information

 Composition of funding for discretionary expenditures and Spending by Sector

The total discretionary expenditure amounted to Kshs. 1.17 trillion. This includes Kshs. 710.68 billion for recurrent expenditure and Kshs. 460.88 billion for development expenditure. Bulk of the funds is used for compensation of employees (26%), grants and transfers to other government agencies (40%) and for acquisition of non-financial assets (18%).
