Leader of the Majority Party, Hon. Kimani Ichungโwah, has called on Members of Parliament to approach the Fifth Session of the Thirteenth Parliament with focus and discipline, noting that the session marks a decisive phase in consolidating the Houseโs legislative legacy.
โThe Fifth Session represents a critical phase in the life of this House where we must consolidate our work, complete pending business, and deliver decisively on the legislative agenda before us,โ said Ichungโwah.

The Leader of Majority outlined priority legislation for the Fifth Session, including urgent consideration of the Field Development Plan and Product Sharing Contracts for Blocks T6 and T7 in the South Lokichar Basin, Turkana County, as required under the Petroleum Act, Cap. 308.
He also cited the Sessional Paper No. 3 on Partial Divestiture in Safaricom PLC as a key matter before the House, noting its significant public interest. Both instruments were tabled towards the end of the Fourth Session and committed to relevant committees for public participation and subsequent reporting to the House.
"I urge Members to engage meaningfully in public participation and communicate responsibly with the public to dispel misinformation and disinformation," said Hon. Ichung'wah.
Among the enacted laws from the Fourth Session, the Leader of the Majority Party, cited the Government Owned Enterprises Bill, 2025 and the Privatization Bill, 2025, noting that the retreat would deliberate on utilization of proceeds from divestiture and review implementation progress.
He noted that 22 Bills that were not concluded in the previous Session had been exempted from lapsing under Standing Order 141(2) and would be carried forward for consideration. These include the Petitions to Parliament (Procedure) (Amendment) Bill, 2022, the Public Finance Management (Amendment) Bill, 2024, and the Pensions (Amendment) Bill, 2024, among others.
Hon. Ichungโwah further called on Members to identify โpriority areas of high impact to the citizenryโ through legislative proposals and oversight initiatives, citing upcoming deliberations on political party financing, election preparedness, the state of the economy, the Competency-Based Curriculum, healthcare service delivery, and the status of the NG-CDF.
โThe strength of this House does not rest in any one Member, but in our collective resolve to deliberate with honesty, decide with prudence and always act in the national interest,โ he affirmed.
