The 4-day programme will expose Chairpersons of Sectoral Committees on the various Budget Documents and how to process Budget Documents.
The Constitution of Kenya, significantly altered the budget making process from what was in the previous setup putting the Legislature at the heart of the process. In the budget making process, Assemblies interact with various budget documents many of which have statutory timelines to be processed. The Budget processes involves the consideration and passing of various documents by Sectoral Committees who make recommendations to the Budget and Appropriations Committee. The processing of these documents involves subjecting of the documents to public participation in line with the Constitution and the PFMA.
At the end of this Programme, the participant should be able to;
The target group for this course is Chairpersons of Sectoral Committees in County Assemblies.
The programme entail the following:
The Budget Cycle;
The key Budget Documents;
The Limitation of Mandate of Sectoral Committees in Budget Processing; and
Reporting on Budget documents.
The participants will acquire skills to undertake Budget Processing
The Participants will develop the capabilities to better Interrogate Budget Documents within Set timelines and
The Participant will be well apprised on the consequences of missing budget processing timelines.
