Course Overview

The 4-day programme will expose Chairpersons of Sectoral Committees on the various Budget Documents and how to process Budget Documents.

Course Rationale

The Constitution of Kenya, significantly altered the budget making process from what was in the previous setup putting the Legislature at the heart of the process. In the budget making process, Assemblies interact with various budget documents many of which have statutory timelines to be processed. The Budget processes involves the consideration and passing of various documents by Sectoral Committees who make recommendations to the Budget and Appropriations Committee. The processing of these documents involves subjecting of the documents to public participation in line with the Constitution and the PFMA.

Objectives

• At the end of this Programme, the participant should be able to;

  1. Describe the role of Sectoral Committees in Budget Document Analysis;
  2. Describe tools, documents and process of budget approval; and
  3. Evaluate Budget Document Analysis in line with statutory requirements.
