SELECTION PANEL FOR THE APPOINTMENT OF COMMISSIONERS OF THE INDEPENDENT ELECTORAL AND BOUNDARIES COMMISSION
VACANCY IN THE POSITION OF CHAIRPERSON OF THE INDEPENDENT ELECTORAL AND BOUNDARIES COMMISSION
PURSUANT to Articles 88, 166(3) and 250 of the Constitution of Kenya, 2010, sections 5 and 6 of the Independent Electoral and Boundaries Commission Act, 2011 (referred to as the IEBC Act) and paragraph 3 of the First Schedule thereto, and the First Schedule of the Election Laws (Amendment) Act, 2016, the Selection Panel for the Appointment of Commissioners of the Independent Electoral and Boundaries Commission (referred to as the IEBC Selection Panel) invites applications from qualiﬁed persons who satisfy the provisions of the Constitution, the IEBC Act and the Elections Laws (Amendment) Act for appointment as chairperson of the Independent Electoral and Boundaries Commission (referred to as the IEBC).
CHAIRPERSON OF THE IEBC (Ref. SP/IEBC/1/2016)
To be appointed to the position of the chairperson of the IEBC, a person must –
(a) hold a degree from a recognized university;
(b) have proven relevant experience in any of the following –
(i) Electoral matters,
(v) Public Administration, or
(c) be qualiﬁed to hold the ofﬁce of Judge of the Supreme Court in accordance with Article 166 (3) of the Constitution, that is, the applicant for the position of the chairperson must have -
(i) at least ﬁfteen years’ experience as a superior court judge; or
(ii) at least ﬁfteen years’ experience as a distinguished academic, judicial ofﬁcer, legal practitioner or such experience in other relevant legal ﬁeld; or
(iii) held the qualiﬁcations mentioned in paragraphs (i) or (ii) for a period amounting, in the aggregate, to ﬁfteen years; and
(d) meet the requirements of Chapter Six of the Constitution.
1. IMPORTANT NOTES
(a) The Chairperson of the IEBC shall be appointed for a single term of six years, shall serve on a full-time basis and shall not be eligible for re-appointment.
(b) The remuneration and allowances payable to the Chairperson of the IEBC shall be determined by the Salaries and Remuneration Commission.
(c) A person shall not be qualiﬁed for appointment as Chairperson of the IEBC if the person has at any time within the preceding ﬁve years, held ofﬁce, or stood for election as a member of Parliament or of a county assembly, or has been a member of the governing body of a political party, or holds any State Ofﬁce.
(d) The Chairperson of the Commission shall not hold another public ofﬁce.
2. APPLICATION PROCESS
(a) Candidates may apply manually or via the internet by ﬁlling the Job Application Form for Appointment of Commissioners of the Independent Electoral and Boundaries Commission.
(b) The Job Application Form can be downloaded from the Internet at www.parliament.go.ke. It may also be obtained free of charge during ofﬁce hours from the Secretariat of the Selection Panel for the Appointment of Commissioners of the Independent Electoral and Boundaries Commission located at the Ground Floor, County Hall, Parliament Buildings, Nairobi.
(c) An applicant must clearly indicate the reference number of the position for which they are applying.
(d) Applicants should attach to the application copies of current clearances from CID, HELB, KRA, EACC and any of the Credit Reference Bureaus.
(e) Applications must be received on or before 5th December, 2016.
(f) Applications and supporting documentation may be posted, hand-delivered or emailed. They should be addressed to -

(g) Posted applications should be received on or before 5th December, 2016 at 5:00 p.m.
3. IMPORTANT NOTICE
(a) The names of all applicants and the interview schedule of those short-listed shall be published in the print media, the Kenya Gazette and in the Parliamentary Service Commission website: www.parliament.go.ke after the closure of the advertisement.
(b) Only short-listed candidates shall be contacted for interviews.
(c) Candidates who had applied for the position of the Chairperson of the IEBC following the advertisement by the Selection Panel dated, Monday, 24th October, 2016 need not reapply.
(d) Candidates nominated for approval by the National Assembly shall be required to appear before a Committee of the National Assembly for vetting.
