BRIEF ON EVENTS FOLLOWING THE APPOINTMENT OF THE DAY OF FIRST SITTING OF NATIONAL ASSEMBLY

Following the appointment of the day for the first sitting of the National Assembly of the Twelfth Parliament by H.E. the President vide a Gazette Notice, the stage is now set for the commencement of parliamentary business. This notice is issued in accordance with the provisions of Article 126 of the Constitution.

What next after the Notice?

  1. The National Assembly Standing Orders require that upon the President notifying the place and date for the first sitting of a new Assembly pursuant to Article 126(2) of the Constitution, the Clerk shall by notice in the Gazette notify that fact and invite interested persons to submit their nomination papers for election to the office of Speaker.This is premised on the fact that one of the only three activities to be transacted during the first Sitting of the House is the election of the Speaker.
  2.  In the meantime and before the swearing in of the Members-elect, the Clerk of the National Assembly has organized a Pre-Swearing-In Programme/Familiarization Tour for the MPs-elect. This is scheduled for Tuesday, August 29, 2017 (Whole Day) and Wednesday, August 30, 2017 (from 9.00amhrs-1.00pm).
  3.  Activities during the pre-swearing-in programme will include:
    • basic registration of MPs,
    • capture of bio-data information,
    • briefings on among other things, chamber procedures, voting and use of voting units, and manner of registration in respect of chamber attendance
    • issues of personal security (within and outside the precincts of Parliament)
    • basics rules of procedures,
    • dressing and general parliamentary practices and procedures.

The MPs-elect will also have a chance to tour the main facilities within Parliament in preparation for the swearing-in.

The First Sitting
During the first Sitting of the Assembly, only three activities are undertaken as substantive business for the House. These are:-

  • The Swearing-in of MP-elect
  • Election and Swearing-in of the Speaker
  • Election and Swearing-in of the Deputy Speaker.

The Clerk administers the Oath or Affirmation of Office to all Members present in the House in alphabetical order save for Members with disabilities who are accorded precedence. The sequence is prescribed under Standing Order 3(2) of the National Assembly Standing Orders as:-

  • Members with the longest cumulative period of service in the National Assembly;
  • Members with the longest cumulative period of service in the National Assembly, the East African Legislative Assembly and the Senate;
  • Members with the longest cumulative period of service in the Senate; and
  • All other Members.

The election of the Speaker and the Deputy Speaker is through the secret ballot. It is important that while the election of the Speaker is conducted by the Clerk of the Assembly, that of the Deputy is conducted by the Speaker of the House.

After conclusion of the business under consideration, the Speaker shall notify the Members of the place, date and time of the opening of Parliament, which shall be not more than thirty days after the first Sitting of the House. With this notification by the Speaker, the Sitting of the House shall stand adjourned until the date and time of the opening of Parliament.
