Speaker Lusaka pledges Senate support to build capacities of County Assembly staff

The Speaker of the Senate, Rt Hon Kenneth Lusaka today (9 May) assured a delegation of 26 County Assembly staffers who called on him that the Senate will continue developing their capacities in exercise of its big brother role. Addressing staffers on attachment at the Senate, under the auspices of the Fifth County Legislative Attachment Program (CLAP), Speaker Lusaka encouraged the staffers to maximize on the two-week attachment programme for the benefit of their County Assemblies. “As secretariat members, you are the cogs that keep County Assemblies moving. The success or failure of the Assemblies you serve in largely depends on you. I urge you to keep an open mind, seek clarification in order to reap maximum benefits during the course of this attachment program,” said Speaker Lusaka. “The main objective of the program is to enhance the practical knowledge and skills of technical staff working at the county assemblies. It is my firm belief that this shall be the outcome.” The Senate Speaker also told the staffers drawn from 16 County Assemblies that the Senate will continue sharing its experiences with Assemblies to ensure they succeed. CLAP aims to enhance the practical skills and knowledge of staff working at County Assemblies by exposing them to operations of the Senate as well as to institutions critical to the devolution process such as – Council of Governors, Intergovernmental Relations Technical Committee, Controller of Budget, Office of the Auditor General and the Commission on Revenue Allocation. CLAP was officially launched on 18th September, 2015.
