The State Opening of the 11th Parliament is scheduled to take place on Tuesday 16th April, 2013

The State Opening of the 11th Parliament is scheduled to take place on Tuesday 16th April, 2013, at the National Assembly Chamber in Parliament Buildings. This will be a joint sitting as Parliament now has two Houses and the Senators will join the Members of the National Assembly in the National Assembly Chamber.

 

The fourth President of Kenya, President Uhuru Kenyatta, is expected to address the Sitting. The President will arrive at Parliament Bulidings and first inspect a guard of honor. He will then proceed to the Chamber escorted by both the Speaker of the National Assembly and the Speaker of the Senate together with their deputies.

 

The Speaker of the National Assembly is expected to sit on the President’s right side while the Speaker of the Senate is expected to sit on the President’s left side. When delivering the address the President shall be heard in silence. This means that debate will not follow thereafter. After the Presidential address the House will be adjourned and the President, Members of the National Assembly and the Senators will all proceed to a reception at Parliament grounds.

 

The Standing Orders of the National Assembly state that:-

 

“Whenever the President delivers Address, a Member may as soon as is practicable thereafter, lay the Address on the Table of the House following the reading of such Address. But debate on the Motion shall not exceed four days.

 

In the case of the Senate, a senator will lay the Address on the Table of the Senate as soon as is practicable, in this case, on Wednesday, and debate on the Motion shall not exceed three days.
