Cabinet Secretary for National Treasury to present the Budget Highlights and Taxation Measures in the National Assembly on Thursday this week

In accordance with the provisions of Standing Order 244C, the Cabinet Secretary for the National Treasury will on Thursday 14th June, 2018 present before the National Assembly the budget highlights and revenue raising measures for the National Government, the Judiciary and Parliament for the financial year 2018/2019.

The Pronouncement will be preceded by consideration of the Estimates in the Committee of Supply envisaged in Standing Order 240 where the House will consider all the allocation to each State Department, normally referred to as “Votes” and finally approve the Estimates with or without amendments. The Report of the Budget and Appropriations Committee (BAC) on the 2018/2019 budget estimates which was debated and concluded last week ahead of the Committee of Supply lays the foundation of all the decisions relating to the estimates.

During the Committee of Supply scheduled for Tuesday and Wednesday this week, the House will also debate amendments proposed by the Budget and Appropriations Committee on the Estimates and vote on each of them.

 

The Cabinet Secretary for the National Treasury is also expected to submit the draft Finance Bill, 2018 and other draft Bills relating to the Budget for publication by the Departmental Committee on Finance & National Planning. He is also expected to submit, Regulations relating to taxation matters for consideration by the House, in what is normally referred to as the “Ways and Means” process- implying the ways and means of financing the budget.

 The sitting of Thursday afternoon is expected to be attended by representatives from the Executive & state agencies, the private sector, civil society, non-governmental organizations as well as members of the public.
