The National Assembly yesterday, Wednesday, March 21, 2024 debated a Bill that seeks to improve relations between the National Assembly and the Senate. 

The Houses of Parliament (Bicameral Relations) Bill, 2023, sponsored by Hon. Samuel Chepkonga (Ainabkoi)  seeks to foster bicameral relations by prescribing procedures for ensuring seamless consideration of the legislative business of both Houses.

Members highlighted instances of duplicated summonses issued by both Houses to Cabinet Secretaries and a lack of clarity on mandates of the two Houses. 

𝗣𝗔𝗦𝗦𝗔𝗚𝗘 𝗢𝗙 𝗧𝗛𝗘 𝗡𝗔𝗧𝗜𝗢𝗡𝗔𝗟 𝗧𝗥𝗔𝗡𝗦𝗣𝗢𝗥𝗧 𝗔𝗡𝗗 𝗦𝗔𝗙𝗘𝗧𝗬 𝗔𝗨𝗧𝗛𝗢𝗥𝗜𝗧𝗬 𝗔𝗖𝗧 𝗜𝗡 𝗧𝗛𝗘 𝗡𝗔𝗧𝗜𝗢𝗡𝗔𝗟 𝗔𝗦𝗦𝗘𝗠𝗕𝗟𝗬 𝗪𝗔𝗦 𝗟𝗘𝗚𝗔𝗟, 𝗛𝗜𝗚𝗛 𝗖𝗢𝗨𝗥𝗧 𝗝𝗨𝗗𝗚𝗘 𝗥𝗨𝗟𝗘𝗦

Public Participation was not a requirement during enactment of the National Transport and Safety (NTSA) Act as this was done before the 2010 Constitution came into force, the High Court has ruled.

High Court Judge Justice Lawrence Mugambi delivered this verdict in a Petition, where a Kenyan had sued the National Assembly, the Attorney General, NTSA, the Cabinet secretary for Transport and his Interior Counterpart, questioning legality of the Act.

The National Assembly Committee on Defence, Intelligence and Foreign Relations has scrutinised the Ministry of Defence budget implementation for 2022/23 financial year.

In meeting chaired by Hon. Nelson Koech (Belgut), Ministry officials led by Cabinet Secretary,  Hon. Aden Duale, PS, Hon. Patrick Mariru & Vice Chief of the Defence Forces, Lt Gen. Charles Kahariri engaged Committee Members regarding the utilization of funds allocated for the 2022/23 financial year in accordance with Article 153 of the Constitution.
