FOURTH ANNUAL LEGISLATIVE SUMMIT KICKS OF IN KISUMU COUNTY

The 4th annual Legislative Summit between The Senate and the County Assemblies Forum (CAF) kicks off In Kisumu County.

The five day event to be graced by President Uhuru Kenyatta on Monday for the official opening will also be addressed by Opposition Leader  and former Prime Minister Raila Odinga on Tuesday. On Wednesday the conference will be officially closed by Deputy President Dr William Ruto.

Senate Speaker Kenneth Lusaka is leading the entire Senate to the event that also has a wide representation from the Non Governmental Organizations.

On the agenda for discussion include issues on legislative audit, unpacking the role of the MCA as a critical leadership entry point for youth, inclusion of persons with disabilities in the Big four agenda, women's access to and participation in the Big Four Agenda, women empowerment and political participation, progress report from the 3rd conference and the 3rd basis for equitable sharing of revenue. The Place of Regional Development Authorities  and Regional Economic Blocks and their oversight in the devolved system of government statement to be presented by Devolution CS Eugene Wamalwa,  Enhancement of County Governments own source revenue statement by Treasury CS Henry Rotich, Good Governance and Accountability, aligning the legislative agenda of county governments with the Big four agenda with Attorney General Paul Kihara.

The Auditor General Edward Ouko will deal with Public Finance Management in Kenya with emphasis on financial oversight in Kenyan legislatures while Interior CS Dr Fred Matiangi  will make a presentation on the 2019 Kenyan population  and household census and delimitation of boundaries. There will also be discussions on the constitutional review by reknowed lawyers Wachira Maina, Mutula Kilonzo junior and Otiende Amollo among others.
