Conference Overview

The two day conference focuses on various thematic areas on capacity building for county assemblies’ staff since the introduction of devolution. The two day conference will provide an opportunity for participants to share experience based in the Learning Needs assessment conducted by the CPST/AHADI in April/May.

Objectives

At the end of this conference the participants will be able to

  • Discuss the challenges of capacity building in the County assemblies
  • Discuss the Legislative and procedural gaps in County assemblies
  • Discuss the Human resource management gaps
  • Discuss the Research and records management challenges
  • Discuss the Administration and management challenges
  • Discuss the Finance and procurement challenges
  • Discuss the Security and protocol challenges
  • Discuss the Committee management challenges

Conference Rationale

The Conference will bring together different technical staff from county assemblies to share experiences regarding the capacity building efforts in county assemblies.

Target Group

The target group for this conference is Clerks of county assemblies and other senior staff like directors, chief Hansard editors, chief research officers, chief serjeant at-arms, Registry managers, and committee clerks.

Symposium Overview

The three day symposium focuses on the changing roles of PTIs in enhancing the legislative mandate of parliaments through capacity building efforts. The symposium will provide an opportunity for participants to share experience based in the study on parliamentary oversight conducted by the CPST/McGill and World Bank in November 2016.

At the end of this symposium the participants will be able to

  • Explain the challenges of capacity building in the parliaments
  • Discuss the Legislative and procedural gaps in parliaments
  • Analyse the Human resource management gaps in parliaments
